As I've come to expect from Stellaris, another excellent dlc. From a gameplay perspective, it certainly adds some fun new mechanics, but I think it shines more from a storytelling perspective. Your government used to just be you. Sure the game would tell you who your leader was but that was it. Now you have leaders with stories and I love it.

This DLC and the patch that came with it give you:
New council mechanics, leaders that change over time, the ability to meet and recruit "hero" units, new Origins and many other things. Some more things get added to existing DLCs as well, if you own of course! Many leader mechanics have been streamlined and built upon.
The leaders feel more meaningful in game now!
There are some minor issues that need patching, like if your fleetcommander gets a negative trait the fleet will get broken down, but those will come over time. Some issues likely will be fixed while I write this.
Overall it makes the game much more enjoyable!

While the colony building, ship to ship fighting, and all the other things haven't changed, this DLC gives character to the previously named but ultimately replaceable leaders. No longer will you flip a coin to see if spiders kill off a valued scientist ... if they're a veteran, that'd be a loss of decades of effort.
The unique leaders that can be found and recruited add even more to this, while not all having unique stories that play out, they provide a space for modders to go crazy with 'side plots' ... yes your empire has it's issues, but so do the people who run it!

It is as a good an addition to the game as any, but it does come with the unfortunate side-effect that with the update that heralded it, once again the mechanics of the base game have changed drastically enough as to force the player to relearn what were basic mechanics before. It they could just give us cool DLCs to drive without completely reinventing the wheel upon which we roll every single time, that would be great.
